Comments:There is a significant body of debate amongst EOIR staff interpreters regarding how to render this term, with good reason. 'frivolous' has a meaning in US legal English, and it's not exactly the same as the meaning used here. Some interpreters staunchly defend a literal translation, insisting that the IJs should provide a clarification, through the Frivolous Warning, for example, of what a 'solicitud frívola' would be. It would be easy to go too far in the other direction, as well, and start 'explaining' too much of what is meant. What is provided here is what was suggested as a middle way in the Staff Interpreters' 2019 Teleconference.
